Ba Xing Chong - How to obtain
The weapon can be obtained after you defeat Adam Smasher in the story quest Nocturne OP55N1. It is one of the last quests of the game.
You also need to finish quest Chippin In. Where you board Ebunike.
After you kill him, go to Ebunike ship in Watson, Northside:
Go on the ship and at the end of it you will find a cabin door with a keypad. Once you have the access card from Smasher you can unlock and enter the vault with crafting Spec:
