The weapon is obtained during the quest Chippin' In. This is a late-game side quest, which becomes available late in Act 2, once you do most of the main story quests.

Johnny will insist on contacting Rogue and help her with personal matters. After some time, together with Rogue, you will board Ebunike - a container ship. Once on the ship, Grayson will give Malorian Arms 3516.
