Requires Phantom Liberty Expansion. Looted in a cache at the end of the Increased Criminal Activity: Barghest. This is found in Dog Town:

You will need to reach the end of the area and kill Ross Ulmer. It is a mini-boss that provides a key to the cache with Raiju.
