In the Crossroads, look for an island close to the Deep Roads Eluvian. There you will find another Eluvian that takes to Forgotten Tower. There defeat the Revenants that will unseal a chest with the belt

The Bind That Guides - Notes

This is the only belt in the game that provides a purely offensive bonus.
