Close to the end of the DLC, you will enter an Old Temple part of the main story quest Ameridan's End. There you will need to find a Veilfire Rune that will reward with the dagger schematic

Hakkon's Mercy Schematic - Notes

The dagger has extremely good craftable slots and can outclass most of the unique daggers. Unfortunately, you obtain it quite close to the end of the game.
