Once you are in the Emerald Greaves you will reach Watcher's Reach cave. Inside it, you will find a map.
The map shows a rock with a painting that you have to find close to the Direstone Inquisition Camp. You will just need to climb the hill to find the spot and the treasure

There are not many good offensive belt options. This item is one of the best belts in the game that can be easily obtained.
