Jaws of Hakkon DLC

To obtain the amulet you will have to defeat high dragon Hakkon Wintersbreath in Frostback Basin. This will be possible as part of the last story quest of DLC after you speak with Inquisitor Ameridan

The staff is extremely powerful if you pair it with Ring of Doubt or a mage that has at least 50% critical chance.
