Harrowmont's Staff - How to obtain
During the Orzammar main story quest - A Paragon of Her Kind you will need to name Pyral Harrowmont as the king of Orzammar. This will require you to finish the other two quests:
- A Lord's Trust: The First Task
- A Lord's Trust: The Second Task
