During the quest on Urn of Sacred Ashes, you will encounter High Dragon. When the dragon is killed you will acquire Dragon scales.

To summon the dragon you will need to use Kolgrim's Horn

Once you have the scale go to Denerim to Wade's Emporium in Market District:

Important! You should have obtained Drake scales from the same Urn of Sacred Ashes quest and crafted one Drakeskin armor with a bonus payment

Then you will be able to get an option to craft Superior Dragonscale armors.
