To obtain the armor you will need need to kill Sophia Dryden during the Soldier's Peak questline. It is available if you have Warden's Keep DLC.

• The armor comes in different tiers and they depend based on what level the Warden enters the Soldier's Peak
• To upgrade the armor's tier you can put it in Party Storage and leave the area for a while.
• Another option for upgrading: you can also sell it to Mikhael Dryden and come back to the area and buyback.
