There are multiple ways to obtain the staff:

• Purchase from the Unscrupulous Merchant in Lothering
• Purchase from Cesar in Denerim Market District
• Purchase from Quartermaster in Ostagar (beginning of the game)
• Wynne (companion found in Circle of Magi) will come equipped with the staff
• Random chests, boss level
