To obtain the maul you will need Return to Ostagar DLC

When in the Tower of Ishal check all the Weapon stands. There is one before the darkspawn tunnels.

The weapon can be looted from this stand.

• To upgrade the weapon's tier you can put it in Party Storage and leave the area for a while.
• Another option for upgrading: you can also sell it to Mikhael Dryden and come back to the area and buy it back.
