The quest to start the armor piece diagram scavenging can be started by talking with Lazare Lafargue in Beauclair city, Toussaint

After that go to the northern part of Toussaint to Arthach Palace Ruins. There you will have to clear the Hanse bandit base. After you kill the leader his chest will contain the diagram.
