Search the Vine-Covered Tower in Elven Mountain Ruins

You will find a balcony that is covered with purple flames. Behind them, there will be a chest with the belt.

To cross the flame you can use these abilities: Fade Cloak, Simulacrum, or Anchor Discharge.
