Thump-Thump - Locations
The rifle is located in the Nellis Array. Go inside the building and look for a skeleton near two broken generators. The only way to enter the building is to get the key for it during the quest - Ant Misbehavin'
This quest is received from Raquel, a lady with combat armor on the premises of the Nellis Airport. So if you kill Boomers or Raquel, before getting the key, the weapon is not obtainable
