Good way to use reactive shot skill? - Divinity: Orignal Sin 2

Hello,

I have been playing as a marksman and I found this skill Reactive shot in Act 2. It only works when enemies move around. But for example there are ranged/mage enemies which do not move much. How to best utilize this skill?
