Obtainable during Act 3. Dropped by Lorroakan in Ramazith's Tower. The Tower is accessible through Sorcerous Sundries shop in Lower City:
Once inside go to the second floor. You will get a dialogue with a hologram and 4 portals open up. Take the one on the left:
And you are in Ramazith's Tower. If you decide to fight Lorroakan he will drop the staff.
