Arcane Tower. To get the ring, you have to gain full access to the Arcane Tower and its upper floors. You will find the ring on the 4th floor next to a bed.

I dont know why, but Gale can absorb the Magic from this Item. If Gale consumes it, it vanishes forever. That is irreversible and unavoidable.
