Location - Wapira's Crown
It can be obtained from Zevlor after you defeat all three Goblin Camp leaders during the Defeat the Goblins quest. To receive it, accept his gold reward the crown is included along with it. If you decline the gold, you can still buy the crown from Zevlor, but only before your next long rest.
