Found in the Underdark in an old corpse, after a heavy boss fight. Come prepared to the Selunite Outpost, leave through the left window, follow the humanoid stone Statues.
Gale can absorb the Magic from this Item. If Gale consumes it, it vanishes forever. That is irreversible and unavoidable.
