Located inside the 
Tollhouse Basement. You will need to either Toll Collector's Key to open the vault door or destroy it. Proceeding and passing the iron gate you will find a room with two stone chairs, two of your party members must sit on them for the door to open. Inside there will be a chest with the gloves inside.
