The boots can be obtained at Mycnoid Colony, Underdark in Act 1. There talk with Blurg and inform him about your parasite. With this, he will offer a solution and invite Omeluum.

  • You can either do Omeluum's quest and enable bartering which allows you to buy the boots
  • Pickpocket the boots, which does not require to do his quest and is free
