Obtainable in Act 2. Purchase it from Quartermaster Talli in Last Light Inn. She will be standing in the tent beside the main entrance to the courtyard.
Notes
This cloak will be useful till the end of the game due to it's good flat bonuses that don't require any conditions to activate.
