Coming upon a wise woman, Kushigo got drunk and grew maudlin, and told her about Irishi's scalping. She gave him some clothes - light and fine - and encouraged him to take his time to grieve. He did.And, when he was ready, he fought again, uninhibited by steel or fellowship - for they only weighed him down.

Obtainable in Act 2. Purchase it from Quartermaster Talli in Last Light Inn. She will be standing in the tent beside the main entrance to the courtyard.
If the Inn is attacked and the shield is destroyed, she will be killed.
