The weapon is tricky to recommend. First, it has two additional damage sources - fire and necrotic at 1d4. The weapon has 3d4 damage, making it a solid choice as a one-hander.
However, it has only +1 Enchantment, making it worse than it is, especially if you do not have something to guarantee advantage like Risky Ring.

Obtainable in Act 3. You will need to locate Philgrave's Mansion in Lower City.
To enter the mansion you will need to lockpick a hidden door. It shows up after a successful perception check:
Once inside, you can lockpick Gilded Chest behind the Mystic Carrion if you decide to kill it, or finish his quest - Find Mystic Carrion's Servant.
