In the Western Approach look for a large castle/keep. There you will start a quest: Assault on Griffon Wing Keep

During the quest, the last boss will Marcinus, who drops the amulet

Purchase from Winter Palace Merchant. The price is 14495 Sovereigns.

Kitty's Collar - Notes

The amulet is a perfect fit for a Dorian build. The amulet allows using Simulacrum multiple times if you are lucky with the 75% effect.

It is also a good option for Inquisitor Necromancer builds
