Waukeen's Rest. Obtained by saving Counsellor Florrick from the burning building during the quest Rescue the Grand Duke.
She will be stuck on the second floor behind a barricade, you will need to destroy it in order to free her.

I recommend the Spellsparkler Staff instead of this. Many builds use Spellsparkler, not only in act 1, also during act 2, until deep into act 3.
Gale can absorb the Magic from this Item. If Gale consumes it, it vanishes forever. That is irreversible and unavoidable.
