Underdark - Myconid Colony, in Act 1. Talk with Blurg and inform him about your parasite. With this, he will offer a solution and invite Omeluum.
- You can either do Omeluum's quest and enable bartering, which allows you to buy the boots
- Pickpocket the boots, which does not require doing his quest and is free
