Normal that Roah Moonglow (Shattered Sanctum) dosen't sell the Hand Crossbow +1 but the Heavy Crossbow +1 ?

One of these (at least) can be purchased from the Tiefling Smith in the Emerald Grove early on in Act 1.
That is not the same crossbow, the one you're talking about is a "Light Crossbow +1," which is two-handed.
You can purchase this from Dammon, it's just that his inventory can be random
