Location - Assassin's Shortsword
Located close to the 
House of Healing. To reach the shortsword, you will need to climb up the cliff close to the exit of Malus Thorm's office. Then continue forward until you reach the two lying skeletons, and loot the item from them.

Go to the entrance of the morgue, but instead of entering, look to your right and jump up on to the cliffs. Move north until you find the skeletons.
