Discussion
Go to the entrance of the morgue, but instead of entering, look to your right and jump up on to the cliffs. Move north until you find the skeletons.
Found on one of a pair of skeletons along the cliffs west of the House of Healing (X:-252, Y:36). The other skeleton has the Assassin’s Shortsword.
