Sorcerous Vault. To gain access to it, you will need to go through the Portal to Sorcerous Vault. It will only appear after you interact with the Collapsed Book.
After you gain access to the vault, you will reach three doors, two of them will be locked, and the last one is called Silverhand. You need to unlock Karsus' vault:
- Go through Silverhand – Abjuration - Silver doors and use the lever.
The 
Foebreaker will be inside an invisible Gilded Chest.
